The information on this website is about the following four parts: PART 1 - Level 1 and Level 2 Designated Subjects Adult and Vocational Teaching Credentials, PART 2 - Level 3 Designated Subjects, Supervision/Coordination Credential, PART 3 - the BVE (Bachelor of Vocational Education) Degree Program, and PART 4 - the MA Degree Program in Career and Technical Education Program Degree Program.

PART 1 - Level 1 and Level 2 Designated Subjects Adult and Vocational Teaching Credentials

We offer all of the courses needed to meet course work requirements specified by the California Commission on Teacher Credentialing for both Level 1 and Level 2, VOCATIONAL and ADULT, Designated Subjects Teaching Credentials. That course work can also be used to verify teacher preparation needed to teach in community colleges, private technical or vocational schools and other institutions that serve adult students.

Anyone with five years of verifiable paid work experience from the field in which they would like to teach (one of those years having occurred within the last three years) may be able to qualify for a Preliminary Designated Subjects Teaching Credential. For example, if someone wanted to teach Underwater Basket Weaving, they would have to have actually worked as an Underwater Basket Weaver for at least five years.

Three courses are required to meet Level 1 course requirements for the Preliminary Designated Subjects (Vocational) Teaching Credential. One additional course is required for the Adult credential. All of these courses are offered in an all online Web based format so that there are no scheduled class meetings and assignments can be completed at your own pace, whenever your schedule permits! The courses are: EVOC 501 - Teaching Methods (Essential information and skills for Adult and Vocational teachers; EVOC 518 - Field Work Portfolio Organization and materials for Adult and Vocational teachers; EVOC 519 - Computer Skills for Teachers and; EVOC 504 - Adult Education (required only for the ADULT credential).

Anyone interested a Designated Subjects Teaching Credential should start with the EVOC 501 course. It is open to anyone who would like to acquire and/or improve basic instructional skills and should be completed before starting any other EVOC courses. The EVOC 501 course has proven to be particularly beneficial for those who teach (or would like to teach) in a Regional Occupational Program, Adult Education Program, Community College, Correctional Institution, Law Enforcement Training Academy, Fire Science Training Academy, Private Post-Secondary School.

Information about the EVOC 518, 519 and 504 courses is available from the instructors who teach those courses (instructor names and class section information is availacle on the CSUSB website).

Only two additional courses (after meeting Level 1 requirements) are required to meet Level 2 course requirements for the Full-Time Designated Subjects (Vocational or Adult) Teaching Credential and both of those courses can/should be taken at the same time. These courses are offered in an all online Web based format so that there are no scheduled class meetings and assignments can be completed at your own pace, whenever your schedule permits!

Both of the Level 2 EVOC courses through CSU, San Bernardino, are online courses offered in both Summer Quarter and Winter Quarter.

The required Level 2 EVOC courses are: EVOC 502 - Instructional Support (How teaching and learning can be fun for everyone) and EVOC 503 - Instructional Support (How to make the most of what you have as a teacher). Additional information about the EVOC 502 and 503 courses is available from the instructor who teaches those courses (instructor names and class section information is availacle on the CSUSB website).

PART 2 - Level 3 Designated Subjects, Supervision/Coordination Credential

The Level 3 courses Courses (EVOC 508/509/510) ane now offered in an all online format. Official enrollment for all three courses should be made for Spring Quarter, but it is possible to get an early start (highly recommended) by contacting course coordinator Donna Shea via e-mail(evoc@verizon.net).

The Designated Subjects Supervision/Coordination Credential qualifies the holder to function as a Supervisor, Coordinator or Administrator in Regional Occupation Programs and Adult Education Programs in the State of California.

The Level 3 courses are also beneficial for community collage and correctional institution instructors interested in administration. Any teachers interested in administrative skills and processes can benefit from the information and activities included with this course work.

There are no prerequisites required to enroll in these courses, however completion of Level 1 and Level 2 course work, either through CSU San Bernardino or some other CCTC approved institution, would certainly be advantageous.

Basic word processing, web browsing and e-mail skills are essential.

Requirements for those seeking the "Supervision/Coordination Credential" include: Possession of a valid full-time Designated Subjects Teaching Credential, Verification of three years of full-time teaching experience in the subject named on the Designated Subjects Teaching Credential and a passing score on the California Basic Education Skills Test (CBEST), Verification of successful completion (these courses must be taken concurrently) of all three of the following courses via online distance learning through California State University San Bernardino: EVOC 508 "Organization of Designated Subjects Programs".

EVOC 509 "Personnel Management in D.S. Programs".

EVOC 510 "Field Work in Designated Subjects Programs".

Please note that simply completing the course work does not mean that a person is qualified to become a vocational program administrator. In addition to the course work and teaching experience specified above, candidates seeking administrative positions must be able to demonstrate advanced organizational skills, the ability to interact effectively with people of widely diverse backgrounds, a superior work ethic, unwavering integrity, a well developed sense of humor and a genuine commitment to do the best job possible!

PART 3 - the BVE (Bachelor of Vocational Education) Degree Program

The Bachelor of Vocational Education (BVE) Degree Program at CSUSB provides an opportunity to earn credit toward the degree on the basis of an evaluation of previous work and teaching experience. The BVE Degree has been designed to help vocational instructors gain parity with professional colleagues who have completed traditional academic degrees.

Vocational (Career and Technical) instructors who do not have a baccalaureate degree may be able to earn up to 60 units (quarter system), of the 186 units required for graduation at CSUSB, through an evaluation of appropriate work AND teaching experience. This evaluation (commonly referred to as the Swan Bill Evaluation) is completed after entry into the program (as part of the EVOC 335 course).

To qualify for a Swan Bill evaluation a person must have a minimum of five years full time paid work experience in a specific trade or occupation, and a Vocational Teaching Credential (or equivalent) with a minimum of 1000 hours teaching experience relative to the same trade or occupation.

In order to graduate, candidates must complete at least 186 units (45 of those units must be taken as a regularly enrolled student at CSUSB). A GPA of 2.0 is required in all course work attempted and a GPA 3.0 is required in all professional education (EVOC) courses attempted. Course work is categorized into four specific areas:
86 units in general education courses. Further information about general education requirements is posted at http://acs.csusb.edu/sched/gereqmt.htm. Students transferring from other institutions can get information about transfer credit at http://www.assist.org. It is highly recommended to complete as much of this general education course work as possible at a community college.

44 units are required in vocational arts from the Swan Bill evaluation. If less than 44 units are earned as a result of the Swan Bill evaluation, appropriate technical courses may be used to make up the difference. If more than 44 units are earned as a result of the evaluation, those units may be counted as approved electives. The application for a Swan Bill evaluation is completed as a part of the course work for EVOC 335.

36 units are required in professional education. The first three courses as follows:

EVOC 501 - Start with this course.
EVOC 519 - Take this course along with EVOC 501.
EVOC 335 - Take this course ASAP. One of the first EVOC 335 assignments leads students through the process of developing a complete plan of all the courses required (and when to take them) that are needed to graduate with a BVE Degree.

The remaing required courses are: EVOC 502 EVOC 503 EVOC 504 EVOC 518 EVOC 519 EVOC 520 and EVOC 521. Additional information about these courses is provided in the CSUSB Bullitin.

Most of the professional education courses also count toward clearing the Designated Subjects Teaching Credential.

24 units are required in approved elective courses. Approved electives can be transfer courses that CSUSB accepts or courses taken at CSUSB not used to meet other specific requirements. It is recommended that these courses represent an area of related interest such as history, business or any academic subject of particular interest.

All course work is described in detail in the CSUSB Catalog of Programs (available from the CSUSB Bookstore). It is highly recommended that anyone interested in the BVE Degree take the EVOC 335 course as soon as possible. EVOC 335 is a focus course in which the application for the Swan Bill evaluation (described above) is completed and a comprehensive academic plan of everything that must be done to graduate is developed for each scholar (all students who take vocational course work at CSUSB are referred to as scholars). Most of the general education course requirements (listed in the CSUSB Catalog) can be completed at a community college. The Swan Bill evaluation almost always results in all of the units needed for the vocational arts major being awarded. Specific information about each of the professional education courses can be found by following the links (above) to the information page for each course. The approved electives can be in any area of academic interest.

Anyone interested in this degree should apply for undergraduate admission to CSUSB and sign up for the EVOC 501 course immediately. The EVOC 335 course should also be taken as soon as possible. All applicants are encouraged to complete the required lower division general education courses at a community college before applying to CSUSB. Completion of at least the equivalent of CSUSB freshman math and English courses before applying will greatly facilitate the application process.

Over the past thirty years the BVE Degree Program at CSUSB has developed (and maintains) an excellent reputation.

PART 4 - the MA Degree Program in Career and Technical Education Degree Program

This degree is intended for teachers and administrators with career, technical, vocational, occupational and/or technology backgrounds who are interested in career development for positions with Regional Occupational Programs, Community Colleges and/or any private or public institutions that are involved with vocational, occupational and/or technology training.

VERY IMPORTANT: It is essential for anyone considering this program to have read and be conversant with the two books listed below.

Please read both of these books before you decide whether or not to apply for the MA Program. Anyone that has read these books is invited to e-mail Dr. Scarcella for information on pre-program assessment for success.

To enter the MA degree program in Career and Technical (Vocational) Education at CSUSB a candidate must have completed a Bachelor's degree from an accredited institution and must have demonstrated writing proficiency through completion of the EDUC 306 (Upper Division Writing Course) or its equivalent.

Candidates must successfully complete a minimum of 45 units of prescribed course work, with 32 of those units being courses completed with CSUSB. A minimum grade point average of 3.0 (B) must be maintained in all course work related to the M.A. degree. Each course is 4 units and most courses are scheduled to meet once a week for 4 hours for 10 weeks. All courses are scheduled to meet either in the evening or on weekends.
